Department of Education - Integrity Stakeholder forums
I represented our members at the third Department of Education Integrity Stakeholders meeting on November 22. During the meeting, the Department highlighted ongoing efforts to advance legislative and policy amendments, particularly focusing on the Fit and Proper Provider Test and the prohibition of onshore commissions for student transfers. The Department noted that they were aware of the complexity of these two items, which was a key part of our discussion. Additionally, the Department is in the process of preparing an Issues paper, set to be released soon, to solicit further input on these critical topics. The Department is also investigating systems and policy changes to support measures related to greater transparency of Agent Performance and Agent Commissions. We will ensure members are kept updated on these items and we will circulate the Issues paper when it is released.
Department of Home Affairs – Inquiry into A Migration System for Australia’s Future
I have maintained my ongoing engagement with the Department of Home Affairs concerning matters related to the Inquiry into A Migration System for Australia's Future. The anticipated release of the Government's response is expected before the year's end.
I continue to raise concerns regarding the amendments to the English proficiency requirements for packaged visas, as outlined in Recommendation 30, aiming to align the English language requirements of Student and/or Graduate visas with skilled visa English language standards. It is fair to say that the Department has considered our case. However, ongoing concerns regarding workforce exploitation and integrity issues in the sector are cited as the rationale for these changes. The proposed measures are perceived as necessary to address these challenges and enhance the overall quality of outcomes. The Department is considering some possible exemptions, namely for International Foundation programs.
I will be participating in the Education Visa Consultative Committee (EVCC) meeting on 8 December 2023. Members are encouraged to send me any matters in advance of that meeting for items to be addressed with DHA.

ASQA Provider Roundtable Meeting summary
A number of key developments were discussed during the recent ASQA Provider Roundtable meeting. Firstly, there was a focus on the establishment of the new integrity unit, reflecting a commitment to enhancing regulatory measures.
ASQA noted the new integrity hotline had received a substantial volume of calls and reports across diverse topics, providing valuable data. They are currently recruiting new staff to build the team's capacity, aimed at strengthening the ability to address regulatory responsibilities. Progress was reported on the development of new Registered Training Organisation (RTO) Standards. ASQA reference the approved Market Entry requirements that were confirmed this week, which introduce new criteria for additional scrutiny of new entrants. ASQA also noted that new guidance materials have been created to assist applicants in understanding the revised requirements aimed at addressing the issue of a high volume of poor applications. ASQA noted that they are maintaining service standards despite the increased volume of applications.
Lastly, work is underway on a new quarterly update scheduled for release in January, aiming to enhance visibility into the regulator's activities and provide a snapshot of provider performance. ASQA, the Department of Employment Workplace Relations (DEWR), and peak bodies such as English Australia, reviewed and discussed the draft revised standards for Registered Training Organisations (RTOs) to consider any issues or impact on providers.
Market Development update:
English Australia @ ICEF Berlin 2024
I was delighted to be part of the ICEF Berlin 2023 Agent Workshop this month, where I joined 2,688 industry professionals representing 1,648 organisations from 110 countries. The event featured a packed schedule, including my panel presentation covering 'How do education providers and agents work together in Australia and New Zealand?'. I had the privilege of showcasing English Australia member colleges to agents and partners over two full days of the workshop. Additionally, the event provided the opportunity to meet with colleagues from sister associations from around the world who are part of the Global Alliance of Education and Language Associations (GAELA).
Austrade: ELICOS Market Spotlight Webinar: Southeast Asia
Thank you to the 150+ individuals who registered for our second ELICOS Market spotlight webinar on Southeast Asia this month. The level of engagement in both this webinar and the Latin America session has been outstanding and demonstrated a strong interest in this type of activity. We are excited to announce our plans to continue with additional webinars in the series in 2024. These will include a specific focus on China, as well as Japan/Korea. Your continued interest and participation are greatly appreciated.
Governance update:
English Australia - November Board meeting
The final meeting of the year for the English Australia Board took place on November 23 and 24. During this session, the Board welcomed two new Directors, Jennifer Coster (General Delegate) and Roxana Ene (NSW State/Territory Delegate). A key agenda item was the review of progress across our strategic activities, and the formal endorsement of our new Strategic Plan for 2024-2026. This plan is set to be shared with members in the near future.
The Board was delighted to have special guests at the meeting, namely Karen Sandercock, First Assistant Secretary, International Division, Department of Education, and Alison Garrod, Assistant Secretary, Temporary Visas Branch, Immigration Programs Division. These guests provided valuable updates on the current policy landscape and addressed inquiries regarding ongoing processes and potential changes.
The meeting covered various governance matters and plans for the 2024 annual conference in Perth. It was a productive meeting with a focus on strategic planning, external insights, and organisational governance.
Two new member colleges
I am delighted to be able to announce that the Board endorsed two new member colleges to join the English Australia community. Please join me in welcoming Flinders University Academy, based in Adelaide South Australia and Lonsdale Institute, who has campuses in Melbourne and Sydney.

Action Research Program launch
We are excited to launch our Action Research in ELICOS Program for 2024, with the theme of ‘Using Generative AI to enhance or transform Learning Oriented Assessment.’ Please ensure that you consider expressing your interest in taking part in the Program. English Australia, in partnership with Cambridge, has been running the Action Research in ELICOS Program since 2010.
Academic Managers SIG Mentorship Program Launch
The English Australia Academic Managers SIG (AMSIG) launched its new Mentorship Program during a SIG webinar this month. The Program aims to facilitate sharing between managers across the English Australia network and support emerging leaders through the sharing of knowledge and experience. New CEO of NEAS
On behalf of the English Australia team, I would like to express our appreciation for the dedicated support and involvement of Dr. Patrick Pheasant, the outgoing CEO of NEAS. Patrick has served as a prominent advocate for quality within the Australian English language teaching sector and has made significant contributions to global quality assurance agencies. His collaborative and engaging leadership style has effectively guided NEAS over the past 7 years. We extend our best wishes to him for all his future endeavours.
I would like to extend a warm welcome to Adam Kilburn, the incoming CEO of NEAS. Adam brings a wealth of industry experience and has been actively involved in the work of English Australia and NEAS, through his current role at Holmesglen English Language Centre, and engagement in industry activities.
Last word: End of year Branch meetings
I am looking forward to the upcoming end-of-year Branch meetings and connecting with our members one last time at these gatherings. These meetings have consistently stood out as highlights of the year for me, offering a valuable occasion to engage with members on crucial issues and market intelligence. Sharing insights on the policy landscape is far more engaging in person than through a written report.
The upcoming meetings will also include some time to share the festive cheer with nibbles and drinks onsite or at a local venue for members to network and socialise in a more relaxed setting. I hope to see you at these meetings and please contact your State/ Territory delegate to RSVP.
